Querétaro, Qro., 29 de julio de 2026.- El gobernador Mauricio Kuri encabezó la presentación de evidencias preliminares que arrojó un estudio del Centro de Juventud Digital de la Universidad del Estado de Washington sobre el impacto de la Ley Kuri en la comunidad escolar, en temas como la salud mental, la comprensión en las aulas y la relación entre los estudiantes; destaca que el 40 por ciento de los alumnos perciben mejoras académicas.
El documento de las evidencias preliminares viene de un estudio aplicado en 15 mil 281 estudiantes, 301 docentes y seis subsistemas de educación.
Kuri enfatizó que los casos de bullying en el estado han bajado de forma importante entre los jóvenes, y celebró que Querétaro es el primer estado del país en colocar en la agenda pública la regulación del uso de teléfonos celulares y dispositivos digitales en las escuelas.
El gobernador reconoció que la tecnología es de gran ayuda para el desarrollo del país, pero su uso y aplicación también representa un riesgo para las y los jóvenes, por ello, en la entidad se tomaron medidas y a finales de 2025 la Ley Kuri entró en vigor, colocando al estado como pionero en generar políticas públicas que buscan la protección de menores en el entorno digital.
“Me da mucho gusto que a nivel nacional también ya se está tomando en cuenta, y le agradezco muchísimo a Mario Delgado, a la Secretaría de Educación Pública, que haya reconocido al estado como el primer estado en empezar a discutir el uso de teléfonos celulares en escuelas, como en redes sociales”, dijo.
En su intervención, la secretaria de Educación del estado, Martha Soto, calificó a la Ley Kuri como un signo distintivo y una bandera de la presente administración estatal contra el uso indiscriminado de entornos digitales no seguros. Precisó que esta normativa no solamente se ha quedado en la prohibición de restringir el uso del celular en aulas, sino también ha generado un ecosistema de colaboración en las comunidades escolares.
Como parte del seguimiento a esta política pública, la funcionaria presentó evidencias, aprendizajes concretos y también acciones para fortalecer lo el ciclo escolar del siguiente año. Abundó sobre los resultados del estudio de la Universidad de Washington: el 40 por ciento de los estudiantes percibe mejoras académicas; referente a los docentes, el 55 por ciento de ellos percibe una mayor efectividad, lo cual significa que una parte importante de la comunidad escolar observa mejores condiciones de atención, participación, colaboración y de trabajo en equipo.
“¿Qué es lo que analizó la Universidad de Washington? Percepción de estudiantes y docentes, formas de aplicación de la medida, cumplimiento de la norma, beneficios percibidos, dificultades de implementación y evolución de indicadores. Esta evaluación se hizo al inicio del ciclo escolar, a la mitad del ciclo y al final de este ciclo”, explicó.
A su vez, detalló que la Universidad de Washington identificó desafíos a trabajar, como son alinear la aplicación, fortalecer la aplicación de la norma de la misma manera en todos los planteles y aulas; sostener el cumplimiento, mantener el apego a la norma conforme avanza el ciclo escolar y se integran nuevos estudiantes a la comunidad; y acompañar a las comunidades, apoyar a docentes y familias ante tensiones por dependencia tecnológica.
“Querétaro pasó de establecer una restricción de aparatos celulares a construir un modelo que protege, que enseña, que acompaña, que se evalúa y que busca continuidad. Esta experiencia está a disposición de esta conversación nacional que hoy se abre”, acentuó Martha Soto.
En el ámbito nacional, la estrategia cobró relevancia después de que la presidenta Claudia Sheinbaum anunciara la realización de foros para construir una propuesta de regulación del entorno digital para menores de edad, proceso en el que la experiencia de Querétaro figura entre los antecedentes que serán analizados.
